I'm pretty certain this is from a banned studio C.1.R.
I recognise Arpad Miklos and the other actor looks like Cole Ryder. But hard to say from that angle. If this is the case it's from the movie When Bears Attack
I've only ever seen the trailer for this movie so it's hard to tell, but I'm pretty certain it is nonetheless
