Hi Sir, I will try to answer your questions:
I am not sure, but think that in origin it means that perfection is an illusion. Nobody is 100% good. So there are no angels.
And drugs are tricky, also in The Netherlands. Foreigners often think that the Dutch are spending their days mainly lying in the grass and counting the clouds. That is far beyond reality. Drugs are forbidden by the law. But we have a “gedoog beleid”, this is an expression we use when something is forbidden, but people who do so will not be punished if they act confirming special rules. In a way this is a virtual solution for a real problem. People use drugs, all over the world. I do. I drink and I smoke. But I never used the drugs you meant. A while ago the chief of the Union for Police workers (??? is this correct English) plead to free all drugs, also hard drugs. And I must agree with his reasoning. People use drugs. By criminalizing it you create a market and working field for real criminals, the ones who want to make big financial profit. The main problems with drugs in The Netherlands are “drugs toerisme” (people who come to The Netherlands to buy drugs – hash) and what they call “draaideur criminaliteit” (revolving door criminality). The latter make a lot of damage. As soon as they are free, they steal again. It is a never ending story. The main reason is that they get from the real criminals only 10% of the value of what they steal. So when they need 300 euro to buy their package of drugs for a day, they have to steel an equivalent of 3000 euro. And to do so, they make even further 10.000 euro damage to houses and cars. When you free drugs, prices will fall and real criminals will loose their interest. I think this could work.
