He's not actually a European President. He's the (unelected) leader of the group which is not the same thing. The individual powers still rest with the various heads of state.

...and to explllrs, actually the former greek PM Simitis was offered the position and declined (he also said No in 2005 when he was asked to take the presidence of Comission that now mr. baroso has).
