To me, the best is whatever is easiest for people to download from.
MediaFire and ZippyShare are by far the most user friendly, especially for free users. But MediaFire can be difficult to upload to.
Hotfile and DepositFiles give better than average service even to free users.
Lately, RapidShare has been excellent, but they are quick to delete files and the accounts of copyright violators...
RapidGator, Extabit, UploadedTo, LumFile, Asfile, and just about all the rest are complete and utter shit for free users, and provide questionable service to their premium members. There are several threads here made by those who purchased premium accounts and got ripped off.

I am a 'free user' simply because people get caught out paying for membership of sites only for them to get shut down for file sharing violation or ignore complaints from users.
As a free user I find zippyshare by far the best at the moment. Fast downloads for files under 200mb and if you put large files in to 200mb units as RAR or ZIP files then you can download even full movies in under 15 minutes.
Mediafire is great but can delete files rapidly.
Other very good ones for free users are gamefront and solidfiles.
I just don't even look at files on rapidgator and others because the are shit. Rapidgator used to be good but now has slowed down to unusable speeds.

I live in the countryside. Life is going a bit slower over here. Especially internet is going slower. Sometimes it costs me several hours to download a video. When I upload I make things easier for myself and for my down loaders by using compact files. I convert everything into WMV or WMV V9. You get small files with nearly no loss of quality. For example 10 minutes WMV V9, video quality 640x480, perfect audio, results in a file of 60 MB. Lately I offer only single files, so no waiting time in between!
But I have no idea which provider is best. btw my provider is RapidShare.
