The guy being serviced is Chad Hunt for sure, I believe the guy servicing him is Jay Black but I could be wrong. Don't remember what movie it is from. Note this is a "vintage" "pre-internet" scene that was originally part of a long-form DVD/VHS release from a big studio, either Michel Lucas or whatever studio director Chi Chi LaRue was with at the time.

Thanks to dragonscub's clue, I've found the scene. It's from the 2008 film Cruisin' Grounds. Eddie Diaz and Chad Hunt.
