As for out of state marriages - I know that Massachusetts, New York and Washington DC don't have any kind of residency requirement. So anyone can plan a vacation and get married.
Now, how that marriage will be treated in your home state is another matter. Many states have passed laws saying that they will not recognize a same-sex marriage performed in another state. You should hire a lawyer that can explain how that will affect you, and draw up legal agreements to cover you and your partner.
Eventually these laws will be found unconstitutional. But you need to make sure you are protected until then.
And of course, the US federal government does not recognize same-sex marriages. So you won't be able to file joint tax returns. (That will eventually be declared unconstitutional as well - as a matter of fact it already has. But it's being appealed and that could take a couple of years.)
