I just tried to post a reply in the requests section, but got..."To reply to threads in this forum your post count must be 25 or greater."

The funny thing is that I wanted to say I'd seen the request in another place and wanted to know if I should download it or if it was still wanted, etc.

It seems counterproductive.

No systems perfect. In cases like this you can always PM one of the moderators, an Admin. or the person who posted the request to inform them.

I came across that, too. What I found funny is the person I was trying to respond to in that forum had less posts than I did.

I've noticed that as well, it will let someone with under 25 post start a thread (which is against the rules) but it blocks them from replying (which is not against the rules) It's just another little glitch that needs to be worked out...
