Bill banning semen-throwing on its way to the governor
SALEM -- Usually politicians love the sound of their own voices. But not so when the topic is a proposed new law making it a sex crime to propel "a dangerous substance at another person."
That substance, as defined in House Bill 2478, includes semen, blood, urine or feces.
The bill made its way through two committees, one Senate floor vote and two House floor votes with little or no debate.
It follows an incident last year when a man threw his semen on a young mother shopping at a Portland area Target store. Her little girl saw it first.
According to Rep. Scott Bruun, R-West Linn, such behavior is part of gang initiation rituals.
The man was convicted of assault. But Bruun thought the crime should fall into the category of a sexual assault.
Other Oregon lawmakers agreed. Bruun's bill cleared its final legislative hurdle Thursday when the House voted 57-0 to send it on to the governor.
Will Gov. Ted Kulongoski sign it into law?
He's not sure yet, Kulongoski spokeswoman Anna Richter Taylor said Thursday.
But if he does sign the bill, she added, don't expect the governor to hold a big, public signing ceremony.
