I can only find one movie and it's a BDSM film that definitely doesn't have this scene...

The guy in the chair appears to be Cort Stevens. He was in several Falcon videos about 20 years ago. He was gay-for-pay. In an interview, he related how during his interview process he discovered that he loved being fucked. He certainly looked like he loved it in the films I have seen.
