This is actor Paco Leon, who plays the brother of the lead character in the Spanish comedy series "Aida" which is currently in its ninth season. His character Luisma is a reformed drug addict who is also a huge buffoon. In this scene, he is trying to get laid by their neighbor Paz, a prostitute.

I think it's amazing that you can even see his pubic hair, which would of course NEVER be allowed on American televison. God bless España! :)
