Checking out and owning someone else's used underwear is just one of the many fetishes and kinks that people enjoy as part of their sexual habits. It's harmless, unless the wearer had an infectious disease that might inhabit the material and pass on the infection (fungal spores can live for months, so can some virus particles).

I prefer my partners to be nude, and am not into their underwear - other than having fun cutting it off them while they're restrained.
