If it is for a living one I would say President Lukatschenko of Belarus, even if he is a dictator he has made sure the income of Belarus people did not drop as bad as in other former Soviet Republics, the economic crises did not hurt the people that bad (like in some other countries), the people of Belarus can travel freely, there is a (small) GAY scene in Minsk, BUT... there is NO free press (ok you can watch the foreign press [TV stations] via satelite) some minorities (like Polish people and German people) are not treated good and there are NO free elections (and political opponents "disappear") BUT... On a scale to 1 to 10 I would give him a 7.. YET... I hope he wil come to his sences and start a democratic proces in Belarus, with more political freedom for the people and eventually a FREE ELECTION!

Whats the difference between a monarchy and a dictatorship? Nothing other than family rights to succession. But then many dictators do also. North Korea, Cuba and Syria come to mind. Oh yeah some monarchs rule by divine right.

Power, that is the big difference. In the UK, The Netherlands, Belgium and Sweden the Monarch does not have actual power. It are the governments who make the rules. In a dictatorship it is the dictator who makes the rules. some difference I think.

You are correct. I was referring to the historical. Up until the last 100 or so years, the monarchs had full power. The Czar, Queen Victoria, (actually all the British monarchs 'til recently) Emperor Napolean, Kaiser Wilhelm, the Dalai Lama, Emperor Hirohito, Emperor Pu Yi, and on and on..

Now all the Euro or Asian states are parliamentary or authoritarian regimes. While in many of the middle east states it is still the king who has absolute power.

You point is valid, but your dates are off, and you need to remove Queen Victoria from your list. The UK was already had an elected parliament and a prime minister at that time who actually ran the country. Victoria was a symbolic head of state, not a ruler. Granted, she did have more influence than the current queen has, but no more actual power.

The Queen of the Netherlands does have actual power, just look at the last formation of the government, where she appointed a mediator against the will of the parlement, besides that she is head of the government (and the prime minister has to report personaly to her every week, and she is head of the "Raad van State" (most important advice buro of the government) so to say she has no actual power is not 100% true... Discussions are now helt in parlement to withdraw her from these functions so she will be a symbolic person only...

I love them all. My faves are the Kim Jong Somethings from North Korea, Nikolae Ceauchescu's wife and the Honeckers.
