Actually there is an "X" only rating applied by the motion picture association. Midnight Cowboy, A Clockwork Orange, Caligula, and several others have achieved this rating. It originally meant "not suitable for minors", but has since been all but replaced by the NC-17 rating.
XX and XXX ratings are actually self imposed ratings the porn industry choose to use themselves, mostly as promotion... If X is bad the XX (full nudity, simulated sex) must be really naughty and XXX (hardcore) downright obscene, lol...
