Religious cir
cision started in answer to a specific set of cir
stances; hot, dusty conditions where there was little water for daily washing. In these cir
stances, infection of the penis was apparently commonplace. This was dangerous to the male and equally so to the female. Numerically, tribes were small and the inability to procreate was critical to population numbers. Cir
cision provided an answer to reduce infection because the foreskin no longer provided the conditions for bacteria to increase. How do you persuade all males to adopt this practice? Firstly, make it a requirement of their faith. (God says you must!) Secondly, turn it into a ritual. And, better, make it a ritual where the male is too young to voice his objections other than by bawling his eyes out.
In the 21st century, where there is now, generally, adequate water supply and knowledge of personal hygiene, there should be little need for cir
cision except to solve medical conditions.
