Why not?

Genetically there are no human "races" like there are different "races" of dogs. We are all of the same species with no different "races". Unfortunately some languages like the english don't reflected that. Our differences like skin colour etc. are just superficial but are too small to speak about different "races" in a biological sense.

Why shouldn't there be any differences in cock-length? There are obviously different populations of the human species in the world, which can be often easily identified by superficial differences like skin colour, general growth, eye-colours etc. So why should cock-length not be one of those? I consider cock-length a superficial thing.

As for "countries" I agree to you. It is nonsense to talk about "countries", when there has been so much migration in the last 10 - 20 generations. The african countries are all arbitrary results of the colonial time for example and didn't reflect populations. So that's a rather flawful approach.
