Good Program for Joining Two VIDEOS? (Not Joining Files)

Is there any good freeware for joining two videos into one? Note that I don't mean parts of films like with a program such as WinRar or HJSplit. I mean for joining two complete video clips together.

What I specifically want to do is join a scene that has been split between two DVD rips. So that means cutting parts of the scene out of both DVD and then joining.
