Help creating Iphone 3Gs Ringtones

Hi does anyone know if there is any good program to create iPhone 3Gs ringtones for free instead of using iTunes and works with Windows tried searching the web found some programs but little success

If you have a jailbroken iPhone you can search via Cydia for ringtones in a very big library.
