how to disable mouse pointier pop-up descriptions that

how can I disable pop-up descriptions that displays information when the mouse pointer hovers over files, folders, or menu buttons or drives dashboards, html, etc? I have windows 7 and the problem has grown worse over the years. I am told in Google and BIng searches that there is nothing I can do about it. I cannot believe that I am the only one to be bothered by these pop ups and that Microsoft has no method to stop them from opening. It gets so stupid that the pop up shows "start" on the start button!!!! Some of the boxes are huge as well with some being larger than 5inchesX5 inches hiding quite a lot of work space.
