The restaurant's owners, waiters, cooks would be very grateful if they go broke because the tourists can't read the signs or menue and go elsewhere - to Italy maybe. What would you do then?
And identity is nothing you can enforce by restricting or forbidding the use of this or that language. Either you have one or you don't.

^ I have never seen such an advertising board (menus with the dishes written in English) in front of restaurants in Austria. Why!? Because of German language, which is a universal language. I don't think so!
