Severely beaten puppy pulled from Indy home, arrest made

A 24-year-old Indianapolis man is facing charges of felony animal cruelty after a 4-month-old puppy was pulled from his home with several serious injuries, including a cracked skull and a broken leg and ribs.

Lemontrae Bible was preliminary charged with torturing or mutilating a vertebrate animal and possession of a weapon by a convicted felon. He was being held at the Arrestee Processing Center on a $500 bond.

"This is one of the worst cases of animal abuse I have ever seen," said Tara Harris, director of Every Dog Counts rescue, Indianapolis, which is helping the pit bull Halsy with surgery and rehab."Usually we see one injury, this is a case of multiple injuries all over the body."

Indianapolis Metropolitan Police Department detectives arrested Bible on a warrant at his home Friday, said IMPD spokeswoman Genae Cook.

Halsey was rescued by Indianapolis Animal Care Services officers Jan. 24 after police responded to a shooting at Bible’s home on the 2200 block of North Kenyon Street. Bible’s girlfriend had accidentally shot herself in the leg and the responding officers discovered the wounded animal, Cook said.

Halsey had several skull fractures, a broken jaw, broken ribs, and a broken forearm, Harris said. She said Halsey had sat in Bible’s home for about four days untreated but some of the rib injuries appeared older.

"There was evidence of prior beating," Harris said, adding that Halsey was barely conscious when police discovered her.

Halsey was sent to VCA Advanced Veterinary Care Center, Fishers, where she had surgery to save her leg. But the leg was infected and its prognosis is unknown, according to EDC. Halsey also is also using a feeding tube to get nourishment with the broken jaw, EDC said.

"There were big, open wounds on her legs, it was really awful," Harris said.

Harris said the skull injuries will have to heal on their own and there is some concern that the puppy could have suffered brain damage.

"But she is doing a lot better than a few days ago and is responding very well, considering the circumstances," Harris said.

Thanks to new law, animal abusers will now be registered like sex offenders

Now that animal abuse is being taken way more seriously than ever before, more and more jurisdictions are altering their laws to reflect this new reality. A number of United States jurisdictions have made laws that require the names of animal abusers to be displayed in a registry that is similar to the ones that are used for sex offenders.

These registries are designed with the objective of keeping people who have harmed animals in the past from ever having the chance to do so again and they are a welcome addition to the lawmaking policies of places as disparate as New York City and Tampa.

Retail outlets and shelters no longer have an excuse when it comes to providing animals to those who have a history of abuse, as they are required to have a prospective adopter read and sign an affidavit that provides assurance that they are not on the registry.

If you are a regular person who is in search of a pet sitter while you are away on vacation, these registries also take on added value, allowing you to vet candidates more readily and do the proper research before potentially leaving your animals in harm’s way.

The registries are not yet a requirement in all states, but they are slowly popping up throughout the country, in places like New York City (although theirs is not able to be viewed by the general public), Tennessee (whose is statewide) and Cook County, Illinois.

For those who consider pets to be family members, this is welcome news. Perhaps individuals who consider hurting animals in the future will reconsider their actions if they are aware of the fact that their name will end up on a list that is easily searchable. Having actual documentation to use makes life simpler for animal lovers, as well as law enforcement.

It's a step in the right direction but it will take a lot more to make any real difference. I hope this can become a nationwide registry and more laws and enforcement begins to happen.

Police officer adopts neglected puppy that he recently saved
Pet Rescue Report - March 23, 2018



A Louisville police officer who recently rescued a badly neglected puppy from a man’s car has decided to make the pup a permanent part of his life. According to WLKY News, Officer Jeff Emerich first encountered the seven-week-old puppy during a traffic stop on March 7.

After pulling over 24-year-old Dezmond Jones, Officer Emerich found one dead puppy, and another puppy, cold, covered in urine, and clinging to life, inside of Jones’ vehicle, reported WAVE 3 News.

The puppy, since named Audrey, will no longer be subjected to a life of neglect. Officer Emerich commented on his desire to make the pup’s future the best it can be:

“It’s heartbreaking. It’s seven-weeks old. It really knows nothing about the world, and that was kind of the first experience it had. Dogs don’t deserve that. They deserve a really wonderful life, and I’m hoping I could give it to her, for sure.”

Jones has since pleaded guilty to animal cruelty and he has been ordered to not own, or be around, animals for the next two years.

Meadow: Lifetime of breeding and then tossed out onto street

In San Antonio, Texas, the shell of a beautiful Old English bulldog was found languishing in a ditch. It would seem Meadow’s entire life must have been spent giving birth to litter after litter, and when she could no longer be bred, she was tossed out as if she was yesterday’s trash.

Rescue Dogs Rock NYC rescued the eight-year-old, filthy and undernourished dog on Thursday. She is friendly with people and dogs. According to the veterinarian staff, she is very sweet, however she requires medical care and treatment from a lifetime of neglect. Dubbed Meadow, this sweet girl weighs 50 pounds, is heart worm positive and has dry eye.

Backyard breeders – a term used to describe dog breeders with little experience or knowledge are often amateur animal breeders and their dogs are only kept for the sole purpose of continuously turning out puppies. Puppy mills are commercial breeding facilities that mass produce dogs (and cats) and sells their “products” via the Internet of to pet stores. Kittens and puppies are often taken from their mothers at an early age and may suffer both physical and emotional problems.

Arizona Has Harsher Penalty For Killing Livestock Than A Pet; Bill Seeks To Change That

For weeks, she could hear the bloodcurdling screams echoing through her Tempe apartment complex.

Heather Frazer desperately tried to find the source of the cries because she knew an animal was in trouble. After several attempts, she found the right apartment and peered through a gap in the blinds.

“That was when I saw like a little ball of orange fur on the ground,” Frazer said, beginning to choke back tears. “It was the worst scream that I’ve ever heard in my life.”

She said she caught a glimpse of a man beating the puppy with a metal rod — over and over again.

Frazer called Tempe police, who entered and found a tiny golden retriever with multiple skull and cheek-bone fractures, swelling in both eyes, multiple cuts on his front shoulder and on top of his head, and a broken canine tooth.

Police also found two cats in the apartment that appeared to be beaten. One cat’s eye was detached from its socket, according to media reports at the time.

Shundong Hu, the man Frazer said she saw in the apartment, was indicted on charges of cruel mistreatment of an animal, a Class 6 felony, and two misdemeanors for failing to provide medical treatment to an animal and disorderly conduct.

Hu, who pleaded not guilty, is scheduled to stand trial in April.

If he’s convicted, the felony charge could be changed to a misdemeanor by the court and carry a much lighter punishment, due to Arizona's existing animal-cruelty laws.

The potential penalty would be greater for killing a lamb or a cow without the owner's permission.


Are Arizona's animal-cruelty laws weak?

Animal advocates, including the Arizona Humane Society and Frazer, said that difference is why Arizona lawmakers need to close what they call the state’s “animal-abuse loophole.”

They are asking the Legislature to pass Senate Bill 1295, which would toughen the penalty in severe cases of animal cruelty by making it a Class 5 felony, the same penalty as killing livestock illegally.

The court cannot change a Class 5 felony to a misdemeanor and a conviction would carry a presumptive sentence of 1 1/2 years, compared with one year for a Class 6 felony.

Frazer said the violence she witnessed, peering through the blinds that day in January 2017, appeared intentional.

"It does not match the type of crime that I saw," Frazer said of the current penalty. “He was torturing it weekly, several times a week. He tortured it so many times."

An attorney identified as Hu's representative in court filings declined to comment about the case on Thursday.

It appears state lawmakers are taking the issue to heart: On Thursday, a panel in the state Senate voted 6-1 to advance the bill after hearing graphic, emotional testimony from prosecutors and pet owners.

The bill's sponsor, Sen. John Kavanagh, R-Fountain Hills, told the panel about another incidence of cruelty that he said shows the need for tougher penalties in "egregious" cases.

In that case, a Phoenix man was sentenced to 90 days in jail after he pleaded guilty to killing and decapitating a puppy. He left the puppy's head on the dining-room table for his girlfriend to see because he was angry at her for talking to another man.

“These are the really serious offenders who probably have mental problems, too," Kavanagh said, stressing that the tougher penalty wouldn't apply to lower-level cases of neglect.


The bill would apply to cases where a person "intentionally and knowingly" subjects a domestic animal — defined as a mammal kept as a pet — to cruel mistreatment. It also applies to cases where a person kills someone else's pet without permission.

Sen. Martin Quezada, D-Glendale, cast the lone vote against the bill in the Senate Judiciary Committee.

Quezada said increasing penalties, including up to six months more jail time, won't deter animal abuse. He said lawmakers should instead look for ways to provide mental-health treatment for offenders.

Several other lawmakers and the Arizona Cattlemen's Association also raised concerns that the bill could have unintended consequences and lead prosecutors to charge people who kill a dog in self-defense or because it is trying to harm livestock.

Kavanagh assured lawmakers that isn't the intent and said he would work on an amendment to clarify those exceptions.

Maricopa County Attorney Bill Montgomery, a proponent of the bill, told lawmakers that current law has allowed many abusers — some who have beaten animals to death with hammers and baseball bats or shot horses at point-blank range — to see minimal or no jail time.

The bill now advances to the Senate Rules Committee, for a standard legal review, and then the full Senate for a vote.

Nearly 120 animals rescued from ‘sanctuary’ in New Mexico
Pet Rescue Report - April 9, 2018

Nearly 120 animals, living in conditions described as “deplorable,” were rescued from a self-described sanctuary in New Mexico last week. According to KOB News, the American Society for the Prevention of Cruelty to Animals (ASPCA) helped Union County authorities remove dozens of animals from the Dreampower Foundation in Clayton.

The ASPCA commented on the condition of some of the animals which were rescued from the “sanctuary,”

One dog was missing her back hind paw. Another sat shaking in fear. Their water bowls were empty, or filled with filthy water. Inside the property, the floors were covered with urine and feces, while dead mice laid on the floor.

Tim Rickey, vice president of ASPCA Field Investigations and Response, stated:

“It was evident as soon as we arrived on the property that these animals were living in appalling conditions for quite some time.”


Detectives began investigating the sanctuary more than three months ago – the investigation remains ongoing. The dozens of animals removed from the property were taken to an undisclosed location where they will be receiving care until custody is determined.

Parineeta was found lying in the road in India with a broken leg. She had been abandoned because she could no longer carry loads. Her nostrils had been cut with a knife because villagers mistakenly believe that this enables animals to take more air into their lungs and work harder. A kind person alerted Animal Rahat, a program supported by PETA, and staffers took her to its retirement home, where she made a complete recovery.

These Australians opened their door to flood waters during the Murwillumbah, and a nearly drowning horse swimming by. They let the horse up the flooded stairs where it collapsed and they fed it apples until help arrived.
