I think you and I assign different values to the concept of pain.
I shave my balls often...my tips are:
- Do it in the shower
- Use really hot water, the hottest you can handle, this will open the pores, makes it a lot easier to shave
- Use the same type of razor that you would use on you face
- Make sure you exfoliate first
- Use 'sensitive' shaving gel/foam
- BE CAREFUL
I have never cut myself.... Also, make sure you moisturise afterwards to avoid any ingrown hairs

I'll expand on those and even add a few of my own:
Take a warm shower or bath first. Your sensitive skin will be looser and better prepared with at least 3 minutes of warm water.
I agree with alphagay about using a good razor - but depending on what you use on your face I would go further and say that you might want to use
something better than you use on your face.
- The Schick (Wilkinson) Quattro and the Gillette Fusion both combine a close shave, ergonomics, and skin protection in a single tool.
- The downside is that the blades are expensive. If the cost is prohibitive, consider using an older model (with cheaper blades - maybe half the price) daily on your face and save the really good razor for your privates.
- Quattro and Fusion models that are battery powered don't really add anything to the shaving experience except cost, in my opinion. And the costs will mount because blades for the electric models are even more expensive than the regular ones.
- Schick is pushing a new Hydro model this year that I have not used, but is pre-lubricated and designed for easy give and take around body contours. (It sounds like they designed it for ball shaving but don't want to admit it. )
Pre-shave oil really helps. Most shaving product lines have a pre-shave oil, but they tend to be expensive. Here is a tip: inexpensive jojoba oil works just as well. It is available at health food stores and even some big grocery and pharmacy chains carry it. It is also easy to find at Amazon and other online sources. To use the oil, start with the warm shower or bath, apply the oil, then apply the shaving cream on top of that.
If you don't use a pre-shave oil, apply shaving cream or gel, and then let it sit for about three minutes. That will give it more time to soften the hair and coat the skin.
Shave pubic hair and balls with strokes from the outside toward the center of your body. Shaving this direction reduces irritation.
Rinse with cold water and let the area dry for 30 minutes. The skin will respond best to after-shave products if your give your skin some recovery time.
Give your balls a little after shave comfort. A good after-shave balm or lotion can help skin heal after being scraped clean. Avoid any splashes that contain alcohol - that's an irritant and the last thing you want. Some guys prefer a bit of talc or baby powder to soothe and protect the skin.
