Well, if you want to get by without legal hassles, you need to cover the bare minimum of crotch, butt and nipples for females. Nursing moms are usually exempt in most countries from having to cover breasts if they are feeding the infant in a public place. The exact definition of lewd behavior regarding nudity differs widely - some places will accept a very skimpy thong bathing suit with little else on a public street. Other areas might require more clothing.
It all boils down to a social morality code of the society in which one operates - how is nudity regarded, and how/when might it be acceptable in public.
