What Civilizations Were The Most Loose with Public Nudity

Ive always heard about how Ancient Greece was okay with Public nudity, and Ive always wondered if that was true.

So I want to ask you guys. What were the Ancient Civilizations where you could walk out in public naked without fear?

The Greeks. I also think that much of Europe is more comfortable with public nudity than the U.S.

The Greeks also have a pretty good climate for that as well but it does seem that Europeans are more comfortable with nudity in general than here in the states.
