I am in the midst of season 2 of Gotham on Netflix. Season 1 was very strong. But season 2 has just been a mess. Ridiculous plots, character motivations that are either childishly developed or so convoluted as they make no sense. This show fell into the trap of most CW shows--they have to import new bad guys as the original bad guys became friends with the heroes. (Future Commissioner) Gordon having a friendship with Penguin? Come on, that's foolish. So, every 11 episodes, they concocted some new outlandish opponent with cockamamy goals (and give there are 80 years of Batman comics, they had plenty to choose from).
Season one was a toned-down mob vs cop show (meaning less blood and gore) with baby Penguin, Riddler and Bruce Wayne involved, but not in the lead. It had its inane plots (in one episode all the cops hate Gordon, in the next, he's a hero--come on!), but it was better than season 2.
