Who are these 2 hardhat working guys?

Can anyone ID the bottom man in these pics or the title? I've got it listed as "The Apprentice" but searches under that give a different film. I'm interested in the bottom man , but if you know the title or the top that would help me find it. I've got more screen caps if needed. I've got 6 20 second clips, and would like to ID this film.

Downloading a copy now. found it right away on RapShare soon as I had the title. For an added bonus looks like there's a segment with Owen Hawke in it. He's one of the very few actors I liked better in his twinkish days than in his current hunk period.
