Of course, you can't just leave the EU or get kicked out of it. It's a solid union. In case a country would really get out of hand, they would use political pressure first. Try to talk sense into the leadership. Or else it could get sanctioned, fined, or a freeze in EU-funds, in case that would be appropriate.
But for Berlusconi this is not the issue. He was democratically elected by the Italian people, so it's the first responsibility of the Italians themselves to deal with Berlusconi's corruption. And they do, with the justice court cases, so it's an internal Italian affair.
