It depends on how much you trust "official" film critics. rottentomatoes collects every review from all the big newspapers and then counts how many liked the movie and how many didn't like it. Then they give us the percentage. That's all.
So yeah, I'd say it's a dependable overview, though it doesn't work for every genre, e.g. low-brow teen comedy movies will always get bad reviews from serious critics, of course.
At least I would say I trust rottentomatoes more than IMDb. IMDb is perfect for infos and facts about the movies, but the users writing their reviews are mostly morons.
